Attacks that only apply effects and accuracy.

Do attacks that only apply effects (so ones that have no power), like Alluring Gaze or Ember Burst, are also subject to being able to miss? Or do they only care about the chance to apply?

I'm mostly wondering if I need to care about agility when doing a mostly debuffing build, or just cunning.

Unless the debuff in question is bugged to require regular hits like Vile Dance used to be, Cunning is all you need

How exactly does that work though? Is this true only of attacks that don't have power and don't actually 'hit'?
Or are effect always independent of hitting? What with something like Icy Hammer, for example? Can you miss the hit but still chill the target?

Yes to the first.
Attacks with effects built in only have a chance to apply the effect if the attack portion hits.

Interesting, so Agility doesn't do anything to protect you from non-damaging debuffs

Well, if I understand the responses correctly, it still does help against all debuffing 'attacks' (since they still need to hit to have a debuff chance).
It only doesn't help against things that ONLY debuff and nothing else.
