Question about Regenerate

How does it work? Does it depend on Magic stat of caster? I have Magic 6, does it mean Regenerate is almost useless for my character?

Regenerate is based entirely on the MaxHP (including draining/bonuses) of the target. 
Your low Magic character can use it just fine.
