Failing to Quick Summon(and probably Dismiss) while paralyzed doesn't stop you from just trying again until it works.

Hmm.. free actions are supposed to just always work when Paralyzed, precisely because this is what would happen otherwise.

Ah, I see. It's a bug with abilities that usually have an energy cost, but no longer do. Fixed in the next build. Thanks!
