Is there a reason I can't make a sulfuric gandayah? Is it because removing his fire vulnerability would be too imbalanced? I have enough souls and he's not modified, so it seems odd that I can modify Pele, Vishap, or even Nero, but not gandayah. It can't be because he has no empty slots either, because I modified Artemis even though she had full slots at the time.

This probably needs to be better explained in game, but you guessed correctly: a fusion that results in 0 weaknesses isn't possible.
