The light ability that has a dude prostrating under a squiggle has a typo in the description.

That appears to be Sanction, but.. I'm not seeing the typo? It's possible someone contacted me elsewhere and I fixed it and don't remember doing so. According to the file, it currently reads: "Only affects enemies whose last action was a magical ability. 70 Power attack. Cannot miss."

If it's not that one, then it's one you can get from the Sainted modifier. I'll win another cycle and tell you which.

Reduces Light and Dark cooldowns by 1 (minimum 0.) Cooldowns reduced to 0 by Priesthood are removed from the ability and no longer restrict an its usage.
